Preschool at NAPLS

School districts are required to provide early childhood experiences to students with disabilities beginning when they are age 3.  New Albany-Plain Local Schools extends opportunities on a tuition basis for typically developing children (called “Peer Models”) to attend our Early Childhood program so that the learning environment for our children is comparable to those that are offered in community-based programming.

The New Albany Plain Local School District is dedicated to providing exceptional early childhood education to our community. In response to the growing demand for our preschool program, we have implemented a lottery registration system. This equitable process ensures that all preschool applicants have an equal opportunity to secure a place in our program.

If you would like your child to attend preschool at the New Albany Early Learning Center, you will need to follow the steps below.

1. January 6, 2026:  Beginning Tuesday, January 6, through 9pm on Thursday, January 8, 2026, complete the online preschool lottery form.
2. January 12, 2026:  Emails will be sent notifying families of the lottery results.  If your child was waitlisted, there is no further action needed at this time. 
3. January 13, 2026:   If your child was selected for a spot in the preschool program, you will need to accept their placement by submitting the acceptance verification form along with the non-refundable Pre-Registration fee of $125.00. THIS MUST BE COMPLETED BY 4:00 PM on JANUARY 13, 2026.  Once the acceptance verification form and non-refundable pre-registration fee has been submitted, you will be notified via email on how to begin the official enrollment process.
4. January 13, 2026 - January 27, 2026:  Online enrollment period.  The entire enrollment application must be completed within 14 days. After that date, an uncompleted application will be deleted and the program spot will be vacated and passed onto a family on the waitlist. 
5. January 27, 2026: $375.00 non-refundable preschool deposit due.  Deposit will not be accepted until enrollment application is complete.  The  $375 deposit can be paid with a check or online.  Payment link will be sent once the enrollment application is complete.

If your child is on an IEP (Individualized Education Plan) and you are enrolling in the all-day preschool program, you need to complete the form to be entered into the lottery.  

IEP students enrolling in a half-day (morning OR afternoon) preschool program option, please DO NOT enter the lottery.  Currently enrolled students on an IEP that request to remain in preschool for the 2026-2027 school year have received information from the school.  If you have questions about enrolling students on an IEP, please contact Kristen Jones at 614-413-8764. 

The previous system required all parents to enroll their children online at a designated time on a specific day. This approach resulted in the preschool program being filled within minutes. This system disadvantaged parents who were unable to be online at the stipulated time due to work or other commitments. The lottery system will ensure that all preschool applicants have an equal opportunity to secure a place in our program.

Living in the school district at the time of pre-registration/enrollment is required. Parents of students with special needs who live outside the New Albany district should contact their local school district to learn about preschool options.

 

1. Children must be three years of age and toilet trained.
   • A child cannot begin the program until his/her third birthday
   • You can begin the enrollment process 30 days in advance of his/her third birthday.  The exception to this will be during the January enrollment lottery.  You can enter your child into the lottery as long as they will be 3 years old on or before August 1, 2026.
2. Parents provide transportation to and from school.
    

3. Compliance with preschool regulations, which requires regular attendance at school and parent conferences twice (2) per school year.
    

4. Compliance with Communicable Disease Policy, including all requirements for immunizations and physical examinations prior to school entrance.

Students currently enrolled in the NAPLS program will be placed on a comparable roster for the 2026-2027 school year. Returning students will enter a lottery if choosing to move from a half-day to a full-day program option only if the number of requests exceeds the open spots.  Registration information for the 2026-2027 school year was sent home to current preschool families in November.

The proposed start and ending times for 2026-2027 are:

AM session: 9:20 a.m. – 11:50 a.m., Monday through Friday
PM session: 1:05 p.m. – 3:45 p.m., Monday through Friday
All Day: 9:20 a.m. - 3:25 p.m., Monday through Friday

LOCATION: 5101 Swickard Woods Blvd., New Albany, OH 43054. 

Class structure will be developed based on the needs of the classroom; each classroom will be designed for 3 to 4 year-olds and 4 to 5 year-olds.  This will support the developmental age of children and the approaches to learning.

Class placement is limited and accepted based on age parameters in each classroom, the class structures, and the amount of spaces per classroom.  Peer model spots in the program are first available to children currently enrolled.

Half-Day Programming:

If your child has an Individualized Education Plan, or IEP, there is no cost for the half-day preschool program.  If your child is enrolling as a typical peer model, cost information is below.

Tuition rates for the 2026-2027 school year are based on an annual tuition of $3,225 that is divided into three payments. (Payment schedule below)

The $125 pre-registration fee must be paid online within 24 hours of receiving your preschool placement notification.  (For returning preschool students, this fee is due by March 15, 2026.) 

The $375.00 deposit (non-refundable and applied to your last payment) can be submitted once your enrollment is complete, and is due no later than 4:00 PM on January 27, 2026.  If your $375 deposit is not made by 4:00 PM on January 27, 2026, your child will be withdrawn from the program and the district will move to the next student on the waitlist. (For returning preschool students, this fee is due by March 15, 2026.)

The registration fee and deposit are non-refundable if your child withdraws from the program.  

If your child is on an IEP, your child will attend half-day preschool at no cost.  Please DO NOT complete the lottery form. Currently enrolled students on an IEP that are remaining in preschool received registration information in November.

Payment Schedule:

Non-Refundable Registration Fee: $125.00 (Paid online within 24 hours of receiving pre-registration acceptance. (For returning preschool students, this fee is due by March 15, 2026.)

Non-Refundable Deposit: $375.00 ( Due once enrollment is complete, and no later than 4:00 PM on January 27, 2026. For returning preschool students, this fee is due by March 15, 2026.)

First Tuition Payment: $1,075.00 (Due May 15, 2026)
Second Tuition Payment: $1,075.00 (Due November 1, 2026)
Third Tuition Payment: $700.00 (Due February 1, 2027)

Many of our parents set up automatic bill pay with their banking establishment.  Tuition payments are mailed directly from your bank to the ELC.  Please contact your bank with any questions about automatic bill pay.

Children who have Individualized Education Plans, or IEPs, receive bus transportation back and forth from preschool as required by law. Peer model students do not receive transportation on school district buses. Parents of peer models will need to drop off and pick up their children daily, or arrange before and after school care through a private child care center that provides transportation services.

The district only transports students to/from their assigned bus stop. The district does not transport to babysitters or other locations (i.e., dance lessons, birthday parties, playdates).
